Who has priority if traffic lights aren’t working?

Explanation: No one has priority at a junction with out of order traffic lights, and you should approach the junction as though it is an unmarked crossroads. Be prepared to give way or stop, and keep an eye out for traffic crossing through the junction from the left and right.
